Community Forest Resource Conservation and Management:

Forest right Act empowered communities to provide tenurial security, livelihood security and ecological security. It establish a democratic framework for governance of forests by vesting legal rights and authorities to the local communities and Gram Sabhas to protect, conserve and manage community forest resources. The FRA Amended Rules 2012 have specified a procedure for delineation of community forest resources for claim making. . Section 5 of the Act along with Rules 4 (1) (e), (f) and (g) provide for an institutional mechanism for governance and management of community forest resources by the gram sabhas. The MoTA has issued a specific guideline under section 12 of FRA on 23rd April which clarifies on many important legal aspects relating to governance and management of CFR. The guideline clarify that the community forest resources (CFRs) recognized under section 3 (1) (i) of FRA constitute a new category of forest to be governed and managed by the Gram Sabhas and the committee constituted under Rule 4 (1) (e). Plan for the management of the CFRs would be prepared by the gram sabhas as per their own format Gram Sabhas and the Rule 4 (1)(e) committee would be provided funds by the state government from existing programs such as from forestry programs, CAMPA, TSP, MGNREGA etc.
